Floyd Edwards

I was raised in Colorado Springs from the age of one and entered the Army after graduating from Palmer High School. During a break from the service my wife and I raised 3 boys in Colorado Springs. I reentered the Army and became a medical specialist and a licensed Prenatal Nurse. I served 20 years in the Army as a Sargent First Class and retired in 1994 and we moved to Colorado Centre as our permanent home. I’m currently retired after serving an additional 20 years as an LPN at Robinson Family Medicine Clinic Fort Carson. I have severed on the board since 2004. I’m also Vice President of the Lower Fountain Sanitation District which represents Colorado Centre’s interest in our ownership of the Fountain Sanitation Disposal Plant and the new phosphorus removal plant. I have worked hard with the District Manager, District Engineer, staff and fellow board members to provide quality services to our customers (friends and neighbors). We now produce our own water free from PFC’s through four wells on our land rather than purchasing water from Security/Widefield as in the past. We are partners with Fountain Sanitation District rather than a customer. We have our fire service (with follow along from Colorado Springs Fire Department) reducing response time from 17/18 minutes to fewer than 5 minutes. Through hard work and research our Fire Chief Josh Winter has reduced our ISO from 10 to 2 effective May 1, 2018. Our Fire Fighters have answered countless medical/traffic accident calls with multiple lives saved. Each year the Firefighters put on a great Family Fire Safety Day. I would like to continue to work with all these fine professionals, I’m willing to listen to your suggestions on how to improve your District.

Joan Lucia-Treese

My husband and I moved into our home on Chieftan Drive on July 3, 1991. We have watched Colorado Centre grow and flourish in our many years here. This is our “forever” home.

I am a proud military veteran having served in the U. S. Navy, Maryland Army National Guard (Active Duty status), Virginia Army National Guard, and U. S. Army Reserves. My final rank was Staff Sergeant (E-6).

I am a paralegal and a graduate of the Denver Paralegal Institute. I have an Associate of Arts degree is Business Administration. I am also the volunteer chaplain for the Colorado Centre Fire Department.

I was elected to the Board in 2010. During my time as a board member, I have had the opportunity to further serve CCMD residents by being a member of El Paso County Board and Commissions. I am currently a member of the Planning Commission, Community Development Advisory Board, the Water Board Master Plan Steering Committee and the PPRTA Citizens Advisory Committee. I am the former vice chair of the Highway Advisory Commission and the Citizens Outreach Group. I also served as a member of the Citizens’ Budget Oversight Committee.

In collaboration with our Fire Chief, I orchestrated a meeting with ISO to learn more about our fire rating for CCMD. As a result of that meeting, CCMD went from an ISO rating of 9 to an ISO rating of 2 effective May 1, 2018. (The highest ISO rating is a 1.) This will result in direct savings to homeowners on their homeowners insurance costs. Make sure to contact your insurance agent after May 1st. To reduce your homeowners insurance cost!

As your District Treasurer, I oversee the district’s finances. CCMD has consistently received “clean audits” from an independent auditor every year. We are a fiscally conservative district remembering that all of us contribute to the financial stability of CCMD and following the laws of a special district as set in the Colorado Revised Statues.

I would like to continue to serve to maintain the District’s clean water standards, our fire department, and our fiscally conservative board policies, and to serve the community of Colorado Centre and the Colorado Centre Metro District. Thank you!

 

Scott Robinson

I moved to Colorado Centre Metropolitan District with my Family in February 2016. I meet my wife here, in 1997. Being in the Army we have moved away several times, always coming back to Colorado because my wife has family here. We have lived in Colorado on and off since 1997 for a total of about 15 years. My daughter graduated from Widefield High School and currently attending PPCC and wife is a law enforcement officer for the community. We have strong family ties and contribute to the community. My career started as a shift and store manager for several food establishments within Colorado Springs. I joined the United States Army in 1996. I am retiring later this year and look forward to serving the community which I live. I have reached the rank of Sergeant First Class and have held many position within the Army. Several of these include: First Sergeant, Battalion Operations Sergeant and Battalion Intelligence Sergeant. I am a certified Sexual Assault Response Coordinator at Brigade, Battalion and company levels, Additionally, I have my civilian certificate as a Victim Advocate through the National Organization of Victim Advocates. I graduated with honors with Bachelor of Science in Business Administration. I am currently working on my second degree for a Bachelor of Arts in Political Science and Government. I have seen on social media a lot of the concerns from members of the community. I have also talked with several residents in the area and heard their concerns. If elected to the Board of Directors, it is my intent to bring in new ideas to continue to better our community and address these concerns. Working with the fire department on fire safety, working with the community and local law enforcement to create safer environment for community and children. Having a business degree, I will strive to look for ways to utilize our funds in a conservative manner. I am a results driven leader with over 20 years of experience working with multiple agencies. I look forward to hearing from the members of this community and thank you for your consideration and vote on the Board of Directors for Colorado Centre Metropolitan District.
