AWARDED 2016 DISTRICT MANAGER OF THE YEAR!

 Dr. Alvaro Testa has served as the District Manager of the Colorado Centre Metropolitan District since June of 1988.  During his tenure, Dr. Testa has guided the District through extreme financial circumstances, including bankruptcy.  Due to Dr. Testa’s incredible financial management, the District’s financials have flourished, allowing the District to provide quality water, wastewater, refuse disposal, street light, park and fire responder services to its customers both efficiently and economically.  In addition, Dr. Testa has worked creatively and collaboratively with many different private and public entities to enhance the District and the entire Colorado Centre community.  For example, he constructed the Colorado Centre Fire Station, which was completed in 1989.  In 1992 when the Colorado Centre Fire Department closed due to a lack of funds, Dr. Testa facilitated a series of intergovernmental agreements with the City of Colorado Springs, and later two developers, for fire protection operations.  When these agreements ended, Dr. Testa led the process of ultimately securing approval from District voters to resurrect fire protection operations with the purchase of heavily discounted fire apparatus and the use of certified first responder contractors.  In 2004, in response to the possibility of large increases in sewer treatment rates, Dr. Testa worked towards the resurrection of the Lower Fountain Metropolitan Sewage Disposal District in conjunction with the Fountain Sanitation District.  Together, these two districts constructed the Harold D. Thompson Regional Water Reclamation Facility which became operational in 2015.  Moreover, Dr. Testa has managed the development of four district wells, constructed the Michael H. Cantin Water Complex, and negotiated the purchase of water rights at a cost significantly lower than the appraised value, all resulting in a permanent water supply for the community.  Dr. Testa demonstrates an extraordinary commitment to organizational excellence, and he passionately believes in government and citizens working together to solve problems.
